THE PROBLEM

In a healthy democratic society justice exists at three levels:

If any one of these break down then injustice occurs.

When all three break down you have systemic injustice that becomes embedded in culture and it's hard to remove. The most vulnerable bear the brunt of it. Usually women and children.

Single emphasis strategies can help individuals, but have proven ineffective at large-scale or long-term prevention of abuse because:

with an understanding of rights and responsibilities

Just replacing ineffective laws with better legislation doesn’t help if it is not enforced, or if the exploited don’t know how to access the justice system when they need it. 

Just tackling poor law enforcement doesn’t help if the laws they are enforcing are ineffective. 

Just educating people about their rights and how to access justice doesn’t help if the laws are ineffective or if law enforcement is corrupt and won’t act.
